‘Modern-day slavery’ at Buccament Resort – MP

KINGSTOWN, St. Vincent – The parliamentary representative for South Leeward, where the Buccament Bay Resort is built, says the non-payment of some workers at the five-start facility as “modern day slavery”.

“… I am not saying that St. Vincent and the Grenadines doesn’t need foreign direct investment. We need it. But not at the expense of the ordinary man who works so hard, who looks forward to be paid when Friday comes and can’t go home to provide for their family,” Nigel “Nature” Stephenson said on Saturday, even as he described the project is a “beautiful” one.

“But I want to say that I believe that what is taking place in Buccama is modern day slavery,” he said, adding that many constituents who work on the project “have gone on for many months without receiving a single cent”.

Stephenson said in Campden Park at a New Democratic Party (NDP) event to officially open his constituency office that workers are not being paid even as the ruing Unity Labour Party (ULP) blames local contractors for the situation.

“So, rather than stepping in — and you know this is a Labour government, a Labour government who should be protecting the rights of the labourers, the workers –… they are aligning themselves with the developers and saying that the reason why you are not being paid is not the fault of the developers …

“They don’t care about you. They don’t care about the situation. They don’t care about the fact that you can’t pay your bills. They don’t care about the fact that you are not able to provide for your family,” he said.

Stephenson further said that two members of “the inner circle of the ULP” had benefitted from the developers, claiming one received a house and another a Christmas gift of $100,000, but did not give further details.

Another fire broke out at the Buccament Bay Resort project site last week, the third in weeks.

Meanwhile, Sen. Linton Lewis, chair of the NDP, also said at the same event that his party likes foreign investment and the employment it creates for citizens

“But when they work, they must get pay. And if you can’t pay them, you must explain to them why you can’t pay them,” he said.

“What you have happening in the Buccama Project is that we are saying all sorts of accidents going on. A fire here, a fire there; a problem here, a problem there and that is not good for St. Vincent and the Grenadines,” he said, days after a third fire broke out at the resort over the past few weeks.

Lewis said there needs to be “effective representation of all workers in this country.

“The government and the Labour Department need to come out and try and figure out and resolve the problems that are happening in the Buccama Project. We are not saying anything bad about the investment,” he said.

“I don’t think the government is doing enough to try to resolve the Buccama project on behalf of the workers of St. Vincent and the Grenadines and this is happening in your constituency,” Lewis further said.

The labour party believes in free labour l.o.l Imagine if they didn’t pay the interior decorator there would be hell to pay..but even I was truly amazed that of all the interior decorators in the world,a certain hotel happened to choose a decorator who may or may not be the wife of a pm somewhere l.o.l That never happens in SVG because the ULP does not allow conflict of interest,nor would they allow someone building an airport to take advantage of knowing the layout of the intended airport and buying lands accordingly for himself,never under this decent ULP administration l.o.l

Peter and Blane, do you think if NDP was in power things would be different with king dotish as leader…Peter you badmouth every project that the ULP done please give us some updates of the Ottley Hall Project that was done under the NDP, explain to us how the hell a project that value such low price can cost what the NDP said it cost. ULP is borrowing and borrowing money but you seeing where the money going but NDP borrow the money and stick it in their pocket because they can’t show the worth of what they borrow……I am not saying that people should not be paid when they worked, but you all is barking up the wrong tree. We have a labour department in SVG who deal with workers, not the PM office.   7. Can anyone tell us or give a link to any drama close to this that happened at Ottley Hall or the Canouan resort that the ULP and Terry Bynoe wanted out of SVG?. Part of the criteria for getting a job at Buccament resort was that you have to be a ULP supporter, but they are not as fortunate as the wife of a PM who … worked less than 2yrs … got paid million$ and bought a old house for $1million while the other ‘supporters’ can’t feed themselves and family.

  13. JAHU, I am not sure thats true, what we do no is that they have never divulged that they have had Vincentian citizenship granted to them. Its more than probable that they have got citizenship. How do think they travel across borders when their are international arrest warrents issued for their arrest. Warrants that name them as citizens of their original countries.

  14. Selling citizenship/passports brings controversy and raise numerous contentious questions in the global community related to tax, evasion, extradition, and corruption. They reduce citizenship to a trade for money or project and not for genuine ties with a country.

    Gonsalves, summarized this when he expressed that Economic Citizenship programs “undermine our soul, our sovereignty and independence and sell our birth right of citizenship and our passport.”
    Gonsalves said, as the 1997 – 2001 Economic Citizenship scheme proved, there are costs to bear when things go wrong.

    Globaly investor citizenship, is a facilitated access to citizenship, which is a common, yet seldom used discretionary tool of most of the Worlds governments.
    There is a distinction between the facilitated naturalisation for investors in countries that offer residence in the first instance (e.g., the UK, the U.S., Canada, Belgium, Australia, Singapore), and those that waive other regular naturalisation criteria (e.g. the Commonwealth of Dominica and St. Christopher and Nevis). A few European countries offer citizenship by investment while dropping other requirements, such as residence, language and knowledge of the country for these applicants.

    In many countries those requesting citizenship, the names of such persons are posted in leading newspapers or gazetted so to allow people to submit objections against them becoming citizens. Such objections are usually because of past or present bankruptcy, illegal deeds or actions by the applicant.

    In a number of countries citizenship by investment can be obtained with or without residence. The investment may grant the individual the right to reside in another state and acquire citizenship subject to residence and other criteria, or it may result in the outright conferral of citizenship. The former is a common practice, adopted by a number of countries worldwide including the United Kingdom, the United States, Canada, Belgium, Australia, and Singapore. These countries offer premier residence1 to investors, with the assumption that the investment will yield significant economic benefits to their country, while also creating strong links between the individual seeking to be naturalised and the state through mandatory residence.     Gonsalves liar that he is, has led Vincentian to believe that this doesn’t take place anywhere else but in SVG under NDP, and has used this pretense to try and dirty and sully the name of Arnhim Eustace. Telling the Vincentian people that Eustace would sell citizenship, which Eustace has vehemently denied. What perhaps Eustace had in mind was investor citizenship like most of the rest of the World.

    If I was EUSTACE I would sue Gonsalves for bringing my name into disrepute, knowing what statements he made to be completly untrue.

    Now Gonsalves has made himself look a Pratt yet again by issuing citizenship to Dave Ames of Harlequin, who perhaps should not qualify. Twice bankrupt in the UK and perhaps under investigation in the UK and several other countries around the globe. DUE DILLIGENCE is obviously what Gonsalves has no respect for whatsoever.

    What we should be asking is this, Harlequin was owned by foreigners did they pay landholding tax. If not why not, and is it not so, that making AMES a citizen takes away the liability of landholding tax.

  16. Is it a fact that resort owes the Inland Revenue Department as well as the NIS hundreds of thousands of dollars for PAYE and NIS Deductions from employees? If so, why aren’t these deductions not paid over to the relevant institutions?

    Is it true that early in 2011, the IRD had to issue a garnishment to the resort’s bankers in order to collect PAYE deductions outstanding for 2010?

    These are the rumors making the rounds. I hope that as the IRD embarks on the crack down on local employers who are in default, the Buccament is on the list if they too are in default.

  20. FRANCIS the Philistine said Buccament and the International airport go hand in hand, so maybe they interested in this.

    In 2009, the IADC purchased, from its own resources, 25 pieces of heavy equipment costing EC $12 million, namely: 17 Articulated Trucks; 2 Motors Scrapers; 2 Bulldozers (1 – D8 and 1 – D9); one Caterpillar 345 Excavator; one Caterpillar 330 Excavator, with Hydraulic Hammer; one Wagon Drill; and one Kobelco Crane.

    There is something seriously wrong with this cost [EC$12million]. Its about double what it should be.

    For instance the Terex Articulated trucks are ex British Military and were sold in the UK by UK government appointed agents for 1 £35,000 buy several for £32,000 each, or buy over 10 for $28,000 each.

    A fantastic buy with only 500 to 1000 hours usage, which makes them of almost new condition.

    The trucks at the airport originated from this source, I know because I checked at the time they were purchased posing as another buyer.

    Whichever of the UK government agents you chose to buy from the prices were the same and were set prices, I enquired by three agents.

    The cost of these trucks should be less than EC$2million.

    The other seven pieces of used equipment should not of cost more than EC$5million, and that’s on the high side.

    SOME QUESTION WE WANT ANSWERED

    Did IADC buy this equipment off its own bat, if so who was responsible for arranging and orchestrating the deals?

    Did an SVG government officer and department arrange and conduct the purchase of this equipment?

    Was a Vincentian company or individual or firm involved in these transactions?

    Was any overseas Vincentian individual or company involved in these transactions?

    Was an SVG senator involved in these transactions?

    Was payment made directly to the vending owners or agents or was the purchase made through third party dealers or agents?

    I have official quotations in hand!

    That is what a RESPONSIBLE LEADER looking to GOVERN a COUNTRY is supposed to do. However, we know you are not a RESPONSIBLE LEADER and that is why you and your PARTY MEMBERS have made IRRESPONSIBLE REMARKS about the RESORT.

    In fact, according to a HEADLINE on Kenton Chance’s BLOG titled “‘Modern-day slavery’ at Buccament Resort – MP,” a minister in your party, Nigel Stephenson, said, “But I want to say that I believe that what is taking place in Buccama is modern day slavery.”

    I did not know that MODERN DAY SLAVERY EXISTED in St. Vincent and the Grenadines until Mr. Stephenson made mention of it. If this claim by Mr. Stephenson is FALSE, I am DEMANDING that you ask him to APOLOGIZE to the OWNER of the RESORT and to the people of St. Vincent and the Grenadines.

    This kind of IRRESPONSIBLE BEHAVIOR by a MINISTER of GOVERNMENT is UNACCEPTABLE, because it only damages the REPUTATION of our COUNTRY and that of the RESORT. You do this by giving FALSE IMPRESSIONS to the GENERAL PUBLIC and other INVESTORS that St. Vincent and the Grenadines is a place where the PRACTICE of SLAVERY takes place.

    As an ECONOMIST and a person wanting to govern this NATION, surely you know the kind of DAMAGE such IRRESPONSIBLE and RECKLESS uttering by a MINISTER of GOVERNMENT can cause to the GOOD NAME of this BLESSED NATION.

    In closing, the people of this nation look forward to your fact finding mission at the Buccament Bay Resort.

  22. I try very hard to avoid engagement with some of the assinine and partisan comments made on this blog. Why? Because the human psyche is such, that some people will totally ignore logic and commonsense, because to do so will cause them to change their opinions. So my comments are not meant to change anyone, beacuse as my wise father used to say, “A MAN CONVINCED AGAINST HIS WILL, IS OF THE SAME OPINION STILL”.

    Subjected to correction, I believe the Buccament Bay Resort project is a private investment in our country. The government did not put up any hard cash. The investors risk their money and come to SVG and build a world class resort, created hundreds of jobs and infuse millions of dollars into circulation in our economy. And what do they get?

    Vincentians who claim to be patriotic and want to see their country develop, for political reasons are seeking to destroy this project and are hell bent on doing so. They seems to be willing to do anything to see the project fail. Some of them would even like to see it burnt to the ground. For a moment, you guys stop and think. If this project were to go belly up or get burned to the ground, who suffers? Nothing is perfect in this world. Only God alone is perfect! I personally do not think for a moment, that there are any major projects anywhere in this world, completed or in progress, that did not have its share of controversy, whether it be financial or otherwise.

    I am so peeved with all the negativity about this project that I am tempted to rehash the whole Ottley Hall debacle. Tax payers financed the Ottley Hall project, with all the fraud and corruption, and look what happened to it. Tax payers did not have to shell out one penny for Buccament bay.

    I’ll restrain myself for now, but if needs be, I’ll come back and expose an angle of the whole Ottley Hall project that none of you on this blog know about. And I am not talking about hear say. I was one of the first set of individuals who travelled to Itally in 1993, for six months to receive “Training” for the Ottley Hall project. When I detected what was going on and started to document stuff. I was threatened by Dr. Rolla’s henchment, that I will be arrested by the “Carabinieri”(Italian Police) if I did not turn over evidence I collected. They tried to send me home before the six months ended, but they realised that ………………………..

    Buccament Bay Resort: These people have put none of their own money into the project. They have collected around two billion dollars from investors world wide, much of which was for other projects which have not been built. They the invested $400 million dollars in the project. Not their money, other peoples money. Paying relatives and friends companies enormous amounts of commissions.
    They have created hundreds of jobs but are known not to pay their employees on time, and Vincentian contractors and suppliers not at all.
    This is not a World class resort, obviously you have low expectations. This is akin a collection of low cost housing, with some nice pools and restaurants.
    Is it unpatriotic to ask for your wages, is it unpatriotic to ask for your submitted bills to be paid. Is it unpatriotic to demand what is owed to you.

    I will ignore the rest of your drivel on the subject, because your dishonest with the truth.

    If you have information about Ottley Hall, you are required to give that information to the enquiry. You have on your own admission withheld important evidence, in doing so broken the law.
    I for one insist that you contact the authorities and give up that information.
    One thing for sure if what you say is true, you are an unfit person to hold any contract at the international airport, or any other SVG contract. You are a coward and a person of low morals and bad judgment.
