Study shows int’l airport to cost EC$1.1 billion — Opposition Leader

KINGSTOWN, St. Vincent – The international airport at Argyle will cost EC$1.1 billion (US$407 million) to construct and not EC$652 million, Opposition Leader Arnhim Eustace said last week, citing a study conducted by his party.

Eustace did not say at the press conference who conducted the study or when it was done.

“I … want to point out that we paid, we did work for a study to find out what we think the airport really will cost. The government had said EC$480 million would be the price; the government has now gone to 600 and something million (dollars). The study that we did said it would be EC$1.1 billion,” Eustace said.

He noted that the government had revised the cost of the airport — the largest capital project in the nation’s history — by over EC$200 million.

Eustace was responding to a question from Jerry Scott, a former works minister under the New Democratic Party administration.

“Two of our parliamentarians were in England recently on a course and they met a former member of parliament from the ULP in England promoting airport development,” Scott said as he asked Eustace to “give us some idea of what other funds are expected for the airport”.

Scott was also doubtful that the airport would be completed by the 2013 deadline announced by Prime Minister Dr. Ralph Gonsalves, who said the facility would become operational in early 2014.

Former technology minister Dr. Jerrol Thompson, now Director of Special Projects in the Office of the Prime Minister, in March updated Vincentians in High Wycombe on the progress of the airport, according to a press statement for nation’s High Commission in the United Kingdom.

Eustace said that the last contribution to the construction of the airport was Taiwan’s US$26.5 million for the terminal building, which is being constructed by a firm from that Asian ally, a member of Gonsalves’ “coalition of the willing” — recently the “pact of the committed”.

“Individual donors don’t want to mix up their money with others. If we have a large project, they will say, ‘Listen, I will do the terminal building.’ Because what they want to do is get the procurement on that. They want their companies to bid and have an advantage in that area so that they can win back, they can get back the money,” he said.

He further said that he did not know where funds would come from to complete the earthwork, 40 per cent of which remained unfinished, according to a project update last November.

While Cubans are doing the earthworks as part of their contribution to the project, Eustace said their salaries were being paid by Vincentian taxpayers and not by Venezuela, as the Hugo Chavez government in Caracas had promised, according to Gonsalves.

Eustace said monies for those wages might have come from the US$50 million loan Kingstown secured from Caracas but added that those monies might have been depleted already.

“I am not aware of any other funds right now for continuing the airport. We have heard of the coalition of the willing but (it) seems that that coalition is small now. And what we have is a situation where we are being owed money now by Venezuela.

“And the prime minister accused me of being ungrateful because I pointed out that they are taking money from the government’s coffers to pay the Cuban workers there, which was the responsibility of Venezuela,” Eustace said, noting that this country has spent over EC$9 million — EC$370,000 per month — on wages for Cuban workers at the airport.

“That cost was to be met by Venezuela. It now seems to me that it will not be met because he (Prime Minister Gonsalves) said I was ungrateful because I raised that matter in Parliament.

“But at the same time, you can’t even clean down in the hospital properly. Material for even cleaning the floors is a problem. … But because Venezuela is contributing otherwise, we [are] afraid to ask them,” Eustace said.

He said that while the government has said it will sell state-owned lands on the Northern Grenadine island of Bequia to help finance the airport, those sales have been slow.

Further, over 60 landowners who were uprooted to make way for the construction of the airport are yet to be paid, Eustace said.

“So I am really doubtful about where the finances are to really finish the airport. … Quite frankly, I don’t know where the money is coming from to finish the airport; that, the government has to say,” Eustace said.

Eustace comments came one month after NDP Vice-President and Central Kingstown representative St. Clair Leacock said that an NDP discussions in February in Antigua with its potential investors in this country also included potential financing for the airport.

He said that the level of foreign direct investment in this country would increase significantly with an NDP government in office.

  2. I told you all so. I want an airport as much as anyone. An airport should be built for a good reason. In Gonsalves case it is to inflate his ego, and to use as a tool to keep him in power, its totally political.

    If you up date the money that Venezuela now owe us for the Cuban wages its approaching $11 million. Have we a small island state been shafted by Venezuela, or did Gonsalves lie to us again and there was no such promise by Venezuela to pay.

    What really worries me is that we were told by Gonsalves and his cousin Francis, that the airport would cost the taxpayer nothing. And when it is finished we will have no debt. That must be a lie, unless that is, they are going to pay for it themselves. Our descendants will be paying for this airport for the next 100 years.

    The problem is that there are very silly ignorant people in the Diaspora who actually believe that they will be able to get on a scheduled flight in New York, Miami, Toronto, London, Manchester, Birmingham, and fly straight to this new airport. I am sorry but you have all been lied to, misled and tricked out of your money.
    People like VincyPowa have supported these lies over the years, repeated the Gonsalves nonsense. When the Gonsalves dynasty collapses I will tell you all who VINCYPOWA is.

    Having come this far we have to finish the airport, but Gonsalves coalition of the unwilling are not the right people to assist.

    All you believers are part of what Gonsalves calls his dream team. Well dream on, a nightmare is looming.

    From the beginning of this Airport project, the NDP should have VEHEMENTLY OPPOSE THE MANNER IN WHICH THE AIRPORT WAS BEING CONSTRUCTED.This half-arse sort of opposition wouldn’t work…in politics, you have two choices…you either SUPPORT IT ALL THE WAY OR REJECT IT COMPLETELY.     • Talking about lacking vision and inability to plan strategically, well this project is a classic example. A review of the current trends in the airline industry would show that a few years from now the demand for small international airports would be on the decline, especially in this Caribbean region as larger airplanes will become the order of the day! What SVG and other smaller Caribbean islands should be doing is to consider positioning themelves to function as efficient hubs accross islands. Can anyone tell me why a country with 10, 000 sq miles of water would want to focus on the skyies and not develope an effective and efficient network of marine facilities to transport both people and cargo intra regionally? Wouldn’t this be a more affordable (low cost) means of transportation while offerring a ‘different’ tourism experience to both locals and visitors alike? Not forgetting the opening up of direct trading possibilities to our farmers ….we have to think out of the box!

      This SVG international airport is nothing but another white elephant in the making!!!!!!!!!!!!!!!!!!!!!!!!

  11. from what i know there is a lot of lies from the prime minster surrounding the completion of the airport i do think however that such an important project should not have been played out by politics but by the importance of serving the needs and the easy transition of fellow vincentians that travels often or once in a lifetime, but instead it was used a strategy to accumulate votes from previous election and also for future election. the figures seems to be accurate becaus eof many airport projects that i have seen frist hand and in area of such this cost adss up. i do think how ever seeing that the deveopment of the airport is a public project that the figures should be made public in the interest of taxpayes of st.vincent and the grenadines. I remember the first completion was to be in 2012 now puhed back to 2017. pray chaves is still alive after this roun of cancer threatment …. salute the never ending project that is used to capitalized on election votes.

    By the way there was a study done for the cross country road. The contents will surprise you if you can get a copy, the current government have hidden it.

    It tells how many acres are under Marijuana production, how many farmers are involved, and a species of animal that is reccomended for total eradication. The road was supposed to go right through the main weed farms, perhaps that is why the road was never started.

    Its a real eye opener.

    I have a copy, wow, GreenPeace will take up residency on the island if they see it.

    Gonsalves still hasn’t agreed to recognise the new peoples government of Libya, why?, because we owe Libya several million dollars, because besides taking money gifts and grants from the Ghadaffi regime, Gonsalves also took multi-million US$ loans. If we don’t recognise the Libyan government, we cannot pay back any loans, how can we pay money to someone we do not recognise. Even if they recalled the loans, at this time we would not be able to repay them, SVG is broke and hovering on the side of a deep dark hole, one little shove and were gone.

    Its ALBA policy to support the current Syrian regime, strict instructions from Chavez, our boss and master.

Hey Peter, I wouldnt mind calling to get a copy of the study,that is if I will get through… Question: As Opposition Leader, trying to unseat Dr. Gonsalves’ government dont you think Mr Eustace should at least publish part of the study and point the public in the direction where to find a copy? That surely isnt rocket science, it just political commonsense I think. From the beginning of time, people dont believe until they see. Remember when Jesus returned after being crucified even some of his followers didnt believe until they saw the nail scars in his hands? You just cant say a study told us that this and that. This is why when you write study papers it is expected that you publish the source of your information. e.g. Which book, newspaper, magazine etc. Understand what I mean now Peter?

    I am not aware if Eustace has a copy of the report, you should ask him.

    I shall eventually publish extracts of the report in my book.

    I think that SVG should have an International airport, but not built with money based on the slaughter of Christians in Iran and elsewhere.

    I have no contact whatsoever with Eustace, any questions relevant to him, address them to him, not to me.

    The problem as I see it is in the way that Marxist Gonsalves has attempted to fund the airport. He told us it would be built and funded by a ‘coalition of the willing’ all based on hand shakes and not written contractual terms. Well the willing have turned out to be unwilling.
    [when the Cubans undertook to build the airport in Grenada, the people were told it was being built based on friendship, no contracts. Since it has been discovered there were written contracts, kept secret at the request of the Cubans]

    Both ‘Philistine Francis’ and ‘Donkey Gonsalves’ told us that when the airport is finished there would be no cost or debt to the Vincentian citizens. They told us this in an unequivocal manner, it turns out that was a massive lie. Our great great grand children will still be paying the airport debt in the next century.
    Gonsalves told us and he confirmed it in Parliament that the Venezuelans had undertaken to pay the wages of the Cuban workers at the airport. That has turned out to the embarrassment of the Venezuelans to be another lie on the part of Gonsalves. Here you have him lying both to the citizens and to parliament. So far SVG have paid the Cubans a sum approaching $11 million. Cuban workers are paid at a rate three times that of Vincentians.

    An airport would be a great thing for SVG. But we must realize that it is doubtful that any international airline will ever fly in on a daily or weekly basis. Those in the Diaspora have been led to believe that when the airport opens, they will be able to get on an airplane anywhere that they live and fly direct to SVG, this is another Gonslaves lie.

    Barbados for many years paid airlines over a $100US a passenger head to fly into Barbados. I understand but have not confirmed that Lucia is currently paying airlines per passenger.

    The airport in SVG will never be able to pay or fund itself from operational income, it will always require large amounts of government funding, weekly, monthly and annually. As Gonsalves has already managed to bankrupt SVG, funding the airport operationally will be a dire problem.

    In the case of Gonsalves the airport is only a political pawn. He is using it to stay in power, appealing to the electorate to give him further terms in office to complete the airport. The airport is very emotive matter for all Vincentians, Vincentians are a proud people and , unfortunately they have been tricked and lied to by Gonsalves on a regular basis regarding the airport and many other projects.

    The people in the Diaspora have been lied to and misled by Gonsalves for years now. They only see him in his hugup mode, a friend to trust and rely on. Well it is time that they realize they have been tricked by him. This is a nasty little fat Marxist, who has sold us out to ALBA. He is a serial liar, he told us that “I sometimes tells lies”
    he also told us “show me a liar and I will show you a thief” Well I believe that hardly a sentence or statement comes from Gonsalves that doesn’t contain a lie or twisted truth.
