Gov’t could claim LIME’s building – PM

KINGSTOWN, St. Vincent – The government might be in a position to acquire the LIME building because of a 1988 lease agreement.

Prime Minister Dr. Ralph Gonsalves told Parliament yesterday that LIME’s lease agreement with the government expired in 2008 and had not been renewed.

He made the point while responding to a question from West Kingstown Member of Parliament Daniel Cummings regarding the exact terms and conditions under which the car park in Kingstown, built by the Chamber of Industry and Commerce, was granted to a Solidarity Inc. to manage.

Gonsalves said that the now opposition New Democratic Party, in lease 696 of 1988, leased to Cable and Wireless – now LIME – the land on which its building is constructed.

According to the lease, the company was to pay the government EC$2,000 for each of the first 10 years and EC$4,000 for each of the following 10 years.

“I just want to say that under the Cable and Wireless lease, they have a 10-year option after the 20 years, as it says, … the rent would be based on the current value of the premises. Now, since 2008, we haven’t collected one red cent because we haven’t had an agreement as to how much it would be,” he told lawmakers.

“Now, you know if a lease comes to an end, under the law of this country and there is no payment for anything further and there is no continuation, the building which is on it also belongs to the lessor,” Gonsalves said.

“… When everybody wants to do things with government and to treat government as though its an NGO, I haven’t said anything about this and I only say something about it now because this question is being raised,” he further stated.

Gonsalves at a recent press conference, in which he announced forensic audit of six international companies operating here, also spoke of entities wanting to treat the government as an NGO.

He made the point while discussing the move by LIME to disconnect government telephones because of non-payment of bills.

  2. This is a commercial matter between lessor and lessee, and could be simply dealt with as such. To bring it into the public domain shows that Gonsalves is scraping the bottom of the barrel looking for something to hit them over the head with.

    Didn’t I say watch out for the spite that will be administered to LIME, for daring to ask for payment of outstanding bills by government, and then cutting off phones when government tried to bilk them.

    First the accusation of overcharging, then the tax angle, now a lease problem, what next.

    LIME you have either got to wipe off the outstanding amount owed by government or get out, take all your cables and equipment out during one night and go, or put a big hammer through everything

    You will never beat this evil MARXIST regime, you will be a loser whichever way you jump. Because from now on the government or its agencies will never pay you again.

    If you decide to leave you can then tell us about the government phone tapping operations.

    By the way Gonsalves, as its ALBA’S intention to take over all telecommunications in ALBA countries, what an ideal opportunity to get some brownie points from CHAVEZ. If anyone doesn’t believe me I can publish the official ALBA intention list, which has since disappeared off line.

    • I beg to disagree with you Peter. While it may be that the Prime Minister chose to make this issue public because of grievances with Lime, Lime should have realised that this was a possibility. Peter, this is not a private commercial matter between lessor and lessee. It is a public matter that all Vincentians should know about, and should have known from the beginning. We need to to start understanding, as a nation, that the government is the people of SVG and not the ULP or NDP or whoever is in power at the time. If we truly understand this, then we will appreciate the fact that the Pime Minister is doing his job as the steward of the people’s business by informing them of this breach by Lime.
      The “people” leased the lands to Lime, and Lime is in default of its lease with the people. The Prime Minister is within his right to seek redress on the peoples behalf.

    • Very good point Bird. For the person who is executing the lease to come now and say that LIME is in violation, 4 years later – mind you, this is insane!! Was he saving it for a trump card or something so he could have something over LIME?? I won’t be surprise if the government has NOT been paying its bills to LIME for the same 4 years.

      Furthermore, does being in violation of a lease means that they are not paying their dues? He’s making it out to sound as though LIME owes the government, but it could very well be that the lease is out but they continue to pay the dues as usual. That sort of thing happens all the time.

      One question I have though is this: if LIME packs up and leave SVG today, what happens tomorrow? The answer to this question may very well determine who wins this game.

    Gonsalves is in power because the ULP bought their supporters with galvanise roofing, lumber, refrigerators, gas stoves, only days prior to the election, and some had deliveries at 4 am on the day of the election, isn’t that buying votes, of course it is, and it just shows how cheap the ULP supporters come. The whole of the government store at Arnos Vale was emptied, and remains so to this day, because the government is broke and can’t replenish it.
    Many ULP still have stocks of building materials under their houses, because their greed made sure they got more than they needed, more than they could use.

    One thing you are correct about KYSHIT, Gonsalves is like a balloon, a balloon about to burst and cover us all in shite. I sat with him at dinner the other day, what a performance, that of a pig.     Money taken to the NCB bank by Gonsalves’s cousin Francis, in an old crocus bag, 1 Million US Dollars in cash, bank rejected it but no prosecutions forthcoming.
    For months Gonsaves ULP and others banking substantial amounts of US currency, including Gonsalves wife and children. Whistle blower fired from bank.

    Under Gonsalves we have lost our National Bank, which was saved at the last minute from bankruptcy. Government departments borrowed money from the bank in excess of the legal government limits.

    Under Gonsalves we have had to sell the State Supermarket, it couldn’t pay its bill for supplies etc.

    Under Gonsalves we have had our government telephones cut off for none payment, the LIME Telephone Company is then showered with spiteful actions for their demand of payment.

    Gonsalves held a rally, known world wide as the ‘Rape Rally’, this brought disgrace on the country.

    Gonsalves has brought together his people in debate, yes masturbate, total wankers.

    Gonsalves never went to Court when charged with sex crimes by two different women, Colin Williams the DPP decided there was no case to answer. The world was told Gonsalves had been cleared of the accusations, he had but only by the DPP not the Court. Colin Williams was previously a member or partner of Gonsalves legal chambers and also a top official of the ULP.

    Those of you who think that this is the Labour party of the past, its not, its a Marxist run party, with ignorant and idiotic followers and supporters.

      You are bringing the first telecom company to the country at a time when probably no more than 20% of the people could afford a telephone. How much would you have signed such a lease agreement for if you were C&W? Remember we’re talking 1988, starting from scratch with no infrastructure in place.

  13. This thread is hilarious! I can see the lease agreement not being negotiated due to lack of vigilance and poor administrative practice by both parties. I would however be surprised if the yearly payments stopped after 2008. Why would Lime stop making a payment that is customarily paid every year? That would indicate that Lime is totally off its rocker and trying to “skin” the Government for $2,000 a year.

    Is it that negotiations for the lease renewal were attempted but stalled? Or is it that they were never attempted? It would be difficult for one party in an arrangement to negotiate. Usually, it takes two.

    Finally, should there be no limit to Lime’s tolerance for bad debt?

    It is amazing the sort of thing that people would thump their chests and brag about.

  16. Of course its of interest to SVG, but wasn’t it a simple matter to just negotiate another lease and get on with what both parties should be doing.

    Because at the end of the day both parties are at fault if they failed to notice a lease expiration date, that is until Gonsalves out of spite ordered a search of everything that may be used against LIME, leave no stone unturned.

    No instead Gonsalves has found a weapon of spite and announced the matter publicly as a dire threat to LIME.

    Gonsalves is a nasty vindictive little fat spiteful Marxist scum bag, a man of extreme rubbish. The one thing he is pretty consistent at is telling lies, he is a serial liar.

    If LIME continued paying the lease rent and the government continued accepting it, things then are not quite the way liar king would have us believe. Because LIME continued to have an interest in the land and because the government took rent, an extension of the lease took place, LIME may be in a better position than they would of been under the original lease.
